Hon'ble Minister's surprise visit to post office, seeks explanation behind the mess

Delhi: Union Law Minister Ravi Shankar Prasad spearheaded the Prime Minister Narendra Modi's 'Clean India' drive at the postal department offices on Monday.
He was seen chiding officers and sought explanation on why post offices in Delhi had not been cleaned.
Prasad said, "I picked up the garbage myself today. You must have seen that. I opened the cupboard myself to see the dirt. I hope a message is sent in the entire country after this."
Prasad even warned officers saying, "I can turn up in any post office any time."
The NDA government will kickstart its Swachh Bharat Abhiyan officially on October 2. The initiative is part of Modi's aim to clean up country's public spots by October 2019.

Relaxation to LTC Rules to permit Govt Employees to travel by Air to visit J&K, A&N and NER

Important notes
(i) All eligible Government servants may avail LTC to visit any place in NER/ A&N against the conversion of one block of their Home Town LTC. Fresh Recruits are also eligible for this benefit against conversion of one of the three Home Towns in a block of four years applicable to them. 
(ii) Government servants entitled to travel by air can avail this LTC from their Headquarters in Economy class. 
(iii) Government servants not entitled to travel by air may be permitted to travel by air in Economy class in the following sectors: 
a. Between Kolkata/ Guwahati and any place in NER 
b. Between Kolkata/ Chennai/ Bhubaneswar and Port Blair. 
c. Between Delhi / Amritsar and any place in J&K 
Journey for these non-entitled employees from their Headquarters up to Kolkata/ Guwahati/ Chennai/ Bhubaneswar / Delhi / Amritsar will have to be undertaken as per their entitlement. 
(iv) Air travel is to be performed by Air India in Economy Class only and at LTC-80.

Government asks ministries, officials to take cleanliness pledge on Gandhi Jayanti

The Narendra Modi government has asked all ministries to go on an "intensive cleanliness campaign" from September 25 to October 2 in the week to Mahatma Gandhi's birth anniversary, culminating in a Swachta Shapath or cleanliness pledge to be taken by bureaucrats in Delhi on Gandhi Jayanthi. 

Cabinet secretary Ajit Seth asked secretaries to take the cleanliness drive in government offices and public buildings "to the next level so that there is visible and felt impact," in a September 20 note that ET has seen. 

The cleanliness pledge is to be taken by all government officials on October 2, with senior staff personally seeing to it that the week-long drive is pursued vigorously in their departments. Seth asked ministries for a comprehensive action plan to be sent to him by September 22 "so that Prime Minister Narendra Modi can be briefed". 

Modi has already said that he will be picking up the broom on October 2 to clean a public place. 

"The PM has given a call for Swach Bharat as a mass movement to realise Mahatma Gandhi's dream of cleanliness. Each ministry should participate in this national endeavour and undertake cleanliness and awareness campaign in a befitting manner," Seth said. 

"For a campaign of this nature to be successful, there is a need to create massive public awareness and to ensure participation and action for cleaning homes, government offices, schools, hospitals, work places, streets, roads and markets, railway station and bus terminals, statues, monuments, rivers, lakes, ponds and other public places," he said in the note. 

He also said it was important to involve government and public sector officials "at every level" as well as industry groupings in the cleanliness drive. "Effective use of mass media such as radio, TV, and newspapers and digital media such as Internet and mobile may be made in this regard," he said. 

The cabinet secretary said the Union department of water and sanitation has already written to all chief ministers in this regard and asked all ministries to similarly get in touch with related departments in all states.

Subject:          Payment of Dearness Allowance to Gramin Dak Sevaks (G-DS) at revised retes w.e.f. 01.07.2014 onwards – reg.
Consequent upon grant to another installment of Dearness allowance. With effect from 1st July, 2014 to the Central Government Employee vide Government of India, Ministry of Finance, Department of Expenditure’s O.M. No. 1/2/2014-E-II (B) dated 18.09.2014, duly endorsed vide this Department’s letter No. 8-1/2012-PAP dated 22.9.2014, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the revised rate with effect from 01.07.2014. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 100% to 107% on the basic time related continuity Allowance, with effect from the 1st July,2014.
2.         The additional of Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks.
3.         The Expenditure on this account shall be debited to the head “salaries” under the relevant head of account and should be met from the sanctioned grant.
4.         This issue with the concurrence of integrated finance wing vide the dairy No. 159/FA/2014-CS dated 25.09.2014.

  I am directed to refer this office letter of even number dated 09-09-2014 wherein the Limited Departmental Competitive Examination for promotion of LGO to the cadre of PA/SA for the year 2014 to be held on 21st September, 2014 and LDCE for promotion to the cadre of Inspector posts for the year 2014  on 20th and 21st September, 2014 were postponed due to devastating flood situation in J & K State.

2.         Now, it has been decided to hold the above mentioned Examination either on 15th and 16th November, 2014 or 22nd and 23rd November, 2014.  The exact schedule will be communicated shortly after fixing the venues for conducting the IP and LGO Examinations by the Outsourced Agency. 

3.         This issues with the approval of the Competent Authority.

Aadhar-based biometric attendance for central government employees by month-end


Aadhaar-based biometric attendance systems for central government employees will be fully operational by the end of this month.

"The biometric attendance system for central employees will be fully functional by the end of this month,"Information Technology Secretary Ram Sevak Sharma told PTI.

According to Sharma, the attendance of the employees can be tracked through a website, attendence.gov.in, which would be fully operational by the month-end.

The website is expected to bring more transparency as it would provide and update information about central government employees on real-time basis.

The attendance web portal will use the information entered in the biometric devices and will act as a centralised management information system (MIS) for attendance.

Under the new attendance system, the employees would be able to mark their attendance using biometric reading devices in various government offices.

It will facilitate employees mark their attendance at other central offices also which would help the government to track their movements.

According to the information available on the attendance web portal, as many as 163 central government organisations have registered themselves for the same.
At present, as many as 1,816 biometric attendance devices are operational in various central government offices. There are around 43,000 registered users (employees), out of which 18,262 are Aadhaar verified.

Guidelines on filling upof APAR with Numerical Grading

Directorate vide its letter no CS/APARs/2013-14/Misc dated 08.09.2014 has again circulated old copy of rules and regulations regarding preparation,maintenance and giving numerical grading of APAR for information and record purpose.   

1) APARs graded below 4 will be given a score of zero.
2) APARs graded between 4 to 6 and short of 6 will be rated as 'good' and given a score of 5.
3) APARs graded between 6 and short of 8 will be will be rated as 'very good' and given a score of 7.
4) APARs graded between 8 and 10 will be rated as 'outstanding' will be given a score of 9 for the purpose of calculating average scores for empanelment /promotion.

7 th Pay Commission's visit to Mussoorie / Dehradun

The commission has, in its first phase of interaction, been seeking the views of various stakeholders on its terms of reference. To this end, meetings have been held in Delhi with various organisations and heads of various agencies.

In its second phase of interaction, the Commission has started holding meetings in different parts of the country to facilitate stakeholders staying in various areas to present their views personally before the Commission and ensure larger representation. This exercise is being undertaken to enable the Commission to get a first-hand impression about the functioning and the condition of service prevailing in different parts of the country.

Accordingly, the Commission, headed by its Chairman, Justice Shri A. K. Mathur, proposes to visit Mussoorie/Dehradun between 8th October and 10th October 2014. The Commission would like to invite various entities/associations/federations representing any/all categories of employees covered by the terms of Reference of the Commission to present their views.

Your request for a meeting with the Commission may be sent through e-mail to the Secretary, 7th Central Pay Commission at secy-7cpc@nic.in. The memorandum already submitted by the requesting entity may also be sent as an attachment with this e-mail.

Lokpal Rule on declaration of assets of spouses and dependent conditional stayed by Delhi High Court

HC granted conditional stay on the Lokpal rules on a petition by the wife of a central government employee who termed the government dictate a violation of her "fundamental rights of equality, life, personal liberty and privacy as flowing from Article 14 and 21 of the Constitution of India."

 NEW DELHI: In Lokpal Act's first brush with courts, the Delhi high court on Tuesday stayed one of its rules on public declaration of assets of spouses and dependent children of government employees.

A bench of Justices S Ravindra Bhat and Vipin Sanghi directed that information on asset liabilities of spouses or dependent children will not be revealed to the public by government departments. It said such information will only be furnished to respective departments in a sealed cover.

Till its further orders in November, the court made it clear the sealed envelopes reaching all departments shouldn't be opened.

The court order comes as a huge relief to harried civil servants and central government employees forced under the Lokpal Act to file declarations of their assets and liabilities and those of their spouses and dependent children. HC granted conditional stay on the Lokpal rules on a petition by the wife of a central government employee who termed the government dictate a violation of her "fundamental rights of equality, life, personal liberty and privacy as flowing from Article 14 and 21 of the Constitution of India."

Vinita Singla, through her lawyer Manish Jain, questioned the government's decision to seek her assets with the intention to display the information on its website.

"Even otherwise the constitutional and legal rights, privileges and liberties of the Petitioner cannot be jeopardized and/or affected, just because of the reason that the Petitioner is married to a public servant.

"The Lokpal and Lokayuktas Act, 2013, which is inter-alia unreasonable, arbitrary, unjustified and unconstitutional, as the same is seeking declaration in the form of information from the public servant even for the assets of the spouse and dependent children, which has not been generated from the income and/or contribution of the public servant in any manner whatsoever and that the said information is further directed to be published on the website of such ministry or department, which will make the said information visible to the public at large, which inter-alia may be detrimental and cause prejudice to the said spouse and/or children of the public servant," Singla argued in HC.

Setting up of Task Force on Leveraging the Post Office Network

The Government of India has decided to set up a Task Force on Leveraging the Post Office Network. The objective behind setting up of the Task Force is to transform the Post Office Network in keeping with changing market trends and competition. This will include rationalization of the network with focus on mail/parcel services, particularly in rural areas, upgradation of infrastructure/ technology, incorporating global best practices, introducing new services and participation of multiple players. I am directed to refer this office letter No. A-34012/03/2014-DE and A-34012/04/2014-DE dated 3rd June, 2014 wherein the notifications for holding Limited Departmental Competitive Examination for promotion of LGO to the cadre of PA/SA for the year 2014 to be held on 21st September, 2014 and LDCE for promotion to the cadre of Inspector posts for the year 2014 on 20th and 21st September, 2014 were issued.

2. The Outsourced Agency, M/s CMC Ltd. has intimated that conduct of the above mentioned examination on the scheduled dates is not feasible. Therefore, the Competent Authority has ordered to postpone both the departmental examinations. The revised dates would be intimated shortly.

3.  This issues with the approval of the Competent Authority.

Respected Sir,

Sub: Revision of ceiling for payment of Bonus in Bonus Act 1965

Payment of Bonus Act, 1965 was amended in the year 2007. This Act was called as Payment of Bonus (Amendment) Act, 2007. In Section 12 of the Principal Act (1965), payment of minimum bonus was revised from Rs.2500 to Rs.3500 w.e.f. 1st April, 2006 through Payment of Bonus(Amendment) Ordinance 2007(8 of 2007) and subsequently passed by the Parliament through Bill No.89/2007.
The Central Trade Unions and also the Constituent Organizations of Joint Consultative Machinery for Central Government employees raised the issue of amendment to the Section 12 of the Bonus Act, 1965 to remove the Ceiling of Rs.3500, mentioned in the Section 12 of the Payment of Bonus (Amendment) Act 2007.
But so far the Government has not amended the Act to pay real wages to the workers as Bonus, which is causing lot of hardship to the workers due to high escalation of prices of all commodities after the enactment of the amendment to the Bonus Act 1965 in the year 2007.
You are, therefore, requested to consider the pleas made by the Central Trade Union Organizations and also the JCM Constituent Organizations for Central Government employees and amend the Section 12 of the Bonus Act, duly removing the ceiling mentioned in the Section 12 of the Payment of Bonus(Amendment) Act, 2007.
As Pooja Festival is fast approaching and orders for payment of Productivity Linked Bonus to Railway employees and Ex. gratia to other Central Government employees are likely to be issued shortly, you are further requested to propose to issue an ordinance with the approval of the President to amend Section 12 of the Payment of Bonus (Amendment) Act, 2007 so as to enable the Railwaymen and other Central Government employees to get real wages as Bonus.
