BACKGROUND AND COMPELLING CIRCUMSTANCES BEHIND THE HUNGER FAST.

The Department of Posts unilaterally amended the EDAs(conduct& service ) Rules 1964 as EDS (Conduct) & Employment Rules 2011 and again GDS (Conduct & Engagement  Rues 2011. For the Amendments there is no legal Validity. The amendments snatched away any protection of Article 309,310 of the constitution of India from the GDS employees. 

The condition that no GDS should work for more than 5 hours is untenable in the present scenario These issues were again and again taken up before the Kamalesh Chandra committee the committee recommended  vide Para 8.27,8.28, 8.29 that the Department should take suitable steps to increase security of Job and prevent exploitation and increase fell secure within the GDS system. Imperatively they are denied with the above Job security .

 The FNPO took of the issue with the department in this month and they replied that they are part time workers and no amendment to Rule 3A (i) and now they say concerned  division of the directorate has to give reply.

The traditional Unions did not recognize the  implications of the issue and GDS employees are unaware of the issue. Simply they are harping on the Implementation of committee recommendations which do not change the basic structure of their job security. 

The NUPEGC and NUGDS wanted to take the cause to the GDS as well as the Department and Government. But the Department  did not have the minimum courtesy to address the agitating  GDS employees and foiled the Fast through Police. But the Department should now realize that it is only the beginning so also the traditional unions fighting for their existence. They should come together with single agenda JOB SECURITY and STATUS under the constitution as referred to above. The NUPEGC will support and express solidarity to the GDS who started this struggle for existence. Hats off to them once again
